Leadership - Close the Capital Gap: Improving First Nation Government’s Financial Capacity
After generations of financial exclusion, First Nation communities are at a significant economic disadvantage. However, the Truth and Reconciliation Commission of Canada’s recently released Final Report calls for national action, a new way of thinking, and a new way of doing business. Without a doubt, First Nation communities need greater access to capital in order to participate fully in Canada’s economy. Creating an enabling environment for First Nations reserves to thrive economically, socially, and spiritually will require a major undertaking by the private, public and non-profit sectors.

Building on our previous work in First Nations economic development, Canada’s Public Policy Forum, in partnership with the First Nations Financial Management Board, Indigenous Affairs and Northern Development Canada, RBC and Vancity convened a series of roundtables focused on identifying ways to help indigenous communities gain greater access to revenue by leveraging new and current revenue sources. The Forum engaged experts in local governance and financing arrangements to identify solutions that will address the gap between First Nations and capital markets. The wide-ranging recommendations from this study indicate the inequity in financial systems is only a symptom of a much larger and more complex issue. We also find that the success stories
are there and the momentum is building. Canada requires vigorous policy engagement to create equitable opportunities.

Financial Management - The Future of Accounting
The session will provide a summary of how technology is transforming accounting.  Attendees will get a better understanding of how the cloud, software and mobile technology may impact the profession over the next decade.  Innovation and adoption will benefit First Nations through the use of these disruptive technologies.

The session will also provide a brief overview of the Extractive Sector Transparency Measures Act, which requires oil, gas and mining companies to publish annual reports on certain payments of $100,000 or more made to all levels of government in Canada and abroad. Payments that must be reported include taxes, royalties, fees, production entitlements, bonuses, dividends and payments for infrastructure improvements.  The Act defers the reporting of payments that extractive industries make to Indigenous governments in Canada until June 1st, 2017.  The United States and the European Union are implementing similar legislation, but do not include a deferral on reporting payments to Indigenous governments.

A number of Aboriginal communities across Canada are considering renewable energy projects as part of the economic development strategy.   Careful planning is important to ensuring a successful project.  This workshop is designed to provide delegates with a description of a solar energy farm at an Ontario First Nation that goes beyond the boundaries of its traditional territories.   The speakers will outline how to position the governance and management of a First Nation for a successful solar energy farm.  The speakers will also discuss the legal aspects of a renewable energy project and identifying the sources of funds needed to finance such a large scale project.

Leadership - Aboriginal Trusts
Aboriginal trusts are becoming increasingly popular as a wealth management structure within Indigenous communities, and if structured properly, have been proven to be quite effective.  Key to the success of a trust, however, is how it is constructed and how specifically tailored it is to a particular community’s needs and circumstances.  This session will explore various trust structuring options, and then focus on community trusts where the community members are trustees. Based on Deloitte’s experience with Aboriginal trusts throughout Canada, lessons learned and best practices will be discussed, including what works, what doesn’t and why. The global downturn in natural resource prices has created a very difficult environment for the development and financing of resource projects in Canada over the past few years. Even as the Tsilhqot’lin case has greatly enhanced Aboriginal rights and entitlements, the new reality of depressed commodity prices and limited number of viable resource projects has necessitated a rethinking of the benchmark targets and the structure of First Nation financial participation, employment and business opportunity entitlements in IBA agreements.
This workshop will take a real look at how this new era of natural resource development in Canada has challenged our way of thinking about successful IBA negotiations, and will address alternative strategies and tactics adopted by First Nations in maximizing the benefits to their communities in this difficult economic environment.

Community Administration - Community Engagement – Peguis Treaty Land Entitlement Trust Financial Trustees
This workshop on Community Engagement from the Peguis First Nation looks at the challenges of creating interest and motivating community members to attend citizen engagement sessions.  The Peguis Treaty Land Entitlement (TLE) Trust Financial Trustees have been pursuing different methods of community engagement in an effort to get the biggest bang in the presentation of Trust business to the community.  Since 2009, the TLE Trust has held annual general meetings, community votes, consultation and community planning sessions.   Attendance at meetings varies from fifty people to over 1,000 people. The TLE Trustees look forward to sharing some of their processes, ideas, tactics, successes & mistakes, alternatives and options to engage the community members in attending and getting involved in community meetings and gatherings.

Financial Management - Multi-user Budgeting, Forecasting and Variance Analysis (Corporate Performance Management) for First Nations
Attendees will hear first-hand how Dynac Corporate Performance Management (CPM) brought timeliness, transparency, ownership and integrity to Chippewas of Rama Budgeting and Reporting Processes.  Dynac’s application quickly and seamlessly connects to any accounting solution, including Sage ERP and Adagio, thereby significantly reducing the need to manage Excel processes.  Dynac offers a secure multi-user portal that allows all department managers to participate in the budgeting process including staffing, capital and training and then provides direct access to self-serve variance analysis throughout the year.  With the manager’s direct participation comes a sense of ownership of their department budget allowing for more effective business decisions. The presentation will examine various topics surrounding fraud, misappropriation of assets, and misuse of funds, including:
Examining what fraud really is. How do we determine whether someone or a group of people’s actions is inappropriate or fraudulent?
Who normally perpetrates fraud? And what type of environment lends itself to fraudulent behaviour?
What are certain red flags that may indicate that fraud is being conducted in an organization/community?

Leadership - The EDIP Platform – Supporting First Nations Sovereignty and Financial Independence
First Nations face many obstacles to improving the quality of life for their citizens due, in part, to the limitations under their funding agreements with government and changes in government funding policies for First Nations.  By achieving a level of financial independence, First Nations can address some of these challenges.  A sound strategy is integral to the ability of a First Nation to achieve that independence.  The overriding objective of an EDIP Sovereign Wealth Strategy™ is to build community wealth in order to supplement government revenues and improve the quality of life of First Nations' citizens.  An EDIP Sovereign Wealth Strategy™ seeks to reinforce a First Nation's sovereignty, including by building on a community's strengths and incorporating best practices in economic development, governance and structure that: a) are transparent and accountable to the community; b) separate business from politics; c) do not create a rival structure that undermines democracy in a community; d) implement appropriate oversight, audit and controls; and e) take into account a community's current structures, objectives and priorities.

Community Administration - Trust & Investments:  Business Perspectives through the Onihcikiskowapowin Business Trust and Enoch Cree Nation Settlement Trust
When First Nations trusts are properly designed, both capital and income from the trust can be used to provide funds for economic development.  Limits on any loans from the trust are set so that the loan amounts do not significantly impair the earning power of the trust.  The Investment Policy Statement is designed to produce steady income streams that can be used to repay the loans to the Trust.  As the loans are paid down, it frees up the ability to create new loans for the First Nation.  

A case study will show how the Onihcikiskowapowin Business Trust is designed to own businesses either privately or publicly. In 2003, the Saddle Lake Cree Nation contributed $750,000 into a 50/50 partnership in the original Onihcikiskowapowin Trust. This partnership is now worth over $11 million, which is a 27% annual growth since 2003 and has generated over $1 million of income to the Nation over the past few years. The Trust is governed by a Trust Deed, which allows for the business opportunities to be undertaken in conjunction with due diligence policies that have been created to guide the Trustees on potential business opportunities.   The case study of the Enoch Cree Nation Settlement Trust will demonstrate the power of borrowing from Trust funds to create economic development projects and employment throughout the community.

Business Development - First Nations Registered Education Plan: How Business Revenue Can Supplement The First Nations Education Funding Gap
Many First Nations fund post-secondary education for its membership and, conversely, many First Nation students solely rely on this funding for post-secondary education.   More First Nation students are being put on waiting lists and the amount of funding has been reduced due to demand and stagnant funding increases.  The solution is to leverage existing Registered Education Saving Plan incentives available to all Canadians.  Qualified First Nation nominees (i.e. students) can leverage the Canadian Learning Bond and the Canadian Education Savings Grant programs to access funding previously ignored by First Nations and First Nation parents.   Opening a $50 RESP for a qualified nominee would automatically trigger the $500 CLB (up to $2000) and the CESG (20% on contributions up to $7,200).  Therefore, a mere $50 opening contribution can leverage another $510 for post-secondary education ($50 opening contribution + $500 CLB bond initial contribution + CESG $10) = $510).   The logic is compelling but the question is how can First Nations make (or assist) with RESP contributions?  The solution is using revenue from business development to make the initial contribution to an RESP program that, in turn, will leverage previously unused education grants.  If a First Nation has developed a surplus from commercial activity, an RESP program can address the impending education funding gap that will most certainly impact all First Nations.

Leadership - How a Document Management System Changed Our Daily Work Practices
Hear the success story of implementing a document management system in the Cree Nation of Mistissini. This project started in 2007 and is ongoing. Since the beginning, we have scanned and filled almost 2 million documents (over 5 million pages) and shredded over 750 Banker boxes. The software we are using is now part of our daily work, and has become an essential tool for the finance staff, directors, coordinators and even Chief and Council. Learn about the capabilities in storing and searching by logging on to your office computer.

The Certified Aboriginal Professional Administrators (CAPA) Program and the InBusiness Program and Aboriginal Business Education Awaits Your Participation
Come join us at this Information Session to learn about the Certified Aboriginal Professional Administrators (CAPA) Program, the InBusiness Program, and Aboriginal Business Education. CAPA has been designed to certify senior administrators, senior managers, and aspiring administrators working in Aboriginal communities and organizations on reserve, off reserve and in urban, rural and remote settings. Using key competencies developed with the input of administrators across the country, this Program provides new opportunities for those in this profession to be formally acknowledged, certified, and recognized for the professional work they do every day. This session highlights the three different ways to become certified as a CAPA: (1) CAPA Online Course Programs; (2) CAPA In-Person Program; and, (3) CAPA Prior Learning Assessment and Recognition (PLAR) Program.

The InBusiness Program and Aboriginal Business Education at Cape Breton University will be presented by Dr. Keith G. Brown. The InBusiness program is a national business mentorship network for Indigenous youth. This Program operates in five regions in Canada with 300 students and mentors from all provinces and territories in Canada. In addition, information about Aboriginal Business Education at Cape Breton University will be covered. Information about the importance of building partnerships to provide optimal business education pathways and opportunities for Aboriginal students will also be provided. Time will be allocated to respond to questions and solicit feedback.

Growing Communities With Non-Financial Numbers, First Nations Health Managers Association
Are you ready to use non-financial numbers to support growth of your community? Funders and leaders are now paying more attention to non-financial numbers such as performance indicators to support decision-making and building a case for change. Statistics need to be translated as appropriate and connected with performance indicators. Without critical performance indicators available or used effectively to support proposals for change, uncertainty can prevail and limited action may occur. 

This session will help you understand how health and other indicators, if used properly, can influence the growth and development of your community. A healthy community is a key element in overall community growth and development. Having all the right performance indicators can make change happen. For example, if your health determinants and related numbers are going the wrong way and the health of individuals in your community is in jeopardy, then you need performance indicators to substantiate why changes are needed to improve the finances for health services and the individual health for members of your community. Budget numbers are not the only numbers leadership, financial and management people need to know. Future government and other funding programs and initiatives will require more non-financial indicators and this will require individuals to have more capacity in this area. Some of the most important performance indicators that will affect future growth are from health related areas. 

If you are looking to develop your capacity to effect positive change using performance indicators, this session is for you. It will give you information on non-financial indicators and courses and publications that will help you develop your capacity to make the best use of non-financial numbers to grow your community.
