The NeeStaNan utility corridor will provide access to a modern port on the Hudson Bay and enhance interprovincial and international trade for Canada. This corridor will owned by Indigenous groups and be promoted by both Indigenous and Non-Indigenous groups. It will be a multimodal corridor that can accommodate electrical transmission, railways, roads, pipelines, fibre optic lines and whatever else may be needed and wanted.

The NeeStaNan proponents have been working on the plan for over 5 years and have confirmed support from Fox Lake Cree Nation, York Factory First Nation, Provincial Governments, and private business. Fox Lake Creek Nation is the host community in support of NeeStaNan.

NeeStaNan will greatly enhance trade and help Canadians achieve world prices for our natural resources and products. In addition, it is a legacy project that will achieve developments and economic reconciliation for generations to come.

Workshop Q - Leadership and Governance: New Fiscal Relationship Grant

This presentation will highlight one First Nation’s experience with the New Fiscal Relationship (NFR) 10-Year Grant, which has been available to First Nations since 2019-20. The presentation will describe how the NFR Grant provides greater flexibility and predictability, including annual escalation based on inflation and population growth. The NFR Grant supports long-term planning to better meet community needs and assist leadership in attaining their strategic goals. Participants will also learn how the NFR Grant prioritizes accountability to First Nation citizens and significantly reduces the reporting burden. First Nations participants potentially interested in
joining the Grant, will receive information on the expression of interest process for fiscal year 2025-26.

This panel will include two presentations: one representing a senior Indigenous Lawyer’s perspective of advancing UNDRIP in Courts as well as through advocacy and negotiation. Another presentation will be provided by representatives from Justice Canada, who will present an overview of the UN Declaration Act, the Action Plan released in 2023 and next steps in its implementation in consultation and cooperation with Indigenous peoples.

Session 9 Info Session: Test Pilot - AFOA Canada Indigenous Financial Management Certificate

[Meeting Room 9 – 11, Ground Floor, North Building]

In July 2021, Langara College, AFOA BC, and AFOA Canada signed an MOU to pilot the AFOA Canada Indigenous Financial Management Certificate in BC. The objective was to enhance financial capacity in Indigenous communities. The program combines AFOA Canada Indigenous content with accredited accounting courses. The first cohort launched in November 2021, followed by a successful second cohort in November 2022, prompted the initiation of a third cohort in November 2023. Project managers Wendy Ham and Dan Relihan will share insights, emphasizing Indigenous culture integration, successes, and learnings. Community input on benefits will be sought.
