Session 1

Learning Objectives

Upon successful completion of this course, you will be able to:

Objective 1 ─ Understand and respect the roles and legal responsibilities of Chief and Council, the Senior Administrative Officer and Administration.

Objective 2 ─ Understand the structure and roles of boards and portfolio holders.

Objective 3 ─ Explain the appropriate functioning and involvement of the Chief and Council on committees/boards and in the community.

Objective 4 ─ Understand the importance of maintaining the separation between administration and politics.

Objective 5 ─ Conduct and organize productive meetings of Council, Committees and the general membership.

Objective 6 ─ Demonstrate knowledge of how to oversee and evaluate the performance of the Senior Administrative Officer (Chief Executive Officer, Executive Director or Senior Management).

Objective 1 ─ Recognize practices and techniques that enhance leadership capacity.

Objective 2 ─ Lead managers, staff and community in the achievement of Nation’s goals.

Objective 3 ─ Ensure integration of First Nation vision across all management functions.

Objective 4 ─ Provide guidance, direction and motivation to Senior Administration.

Objective 5 ─ Demonstrate creativity and innovation in leadership approaches.

Objective 6 ─ Understand the importance of informed decision-making by Chief and Council through the provision of timely and accurate information.

Objective 7─ Ensure sound relationships with community members and provide opportunities to engage them in important Nation issues.

Objective 8 – Recognize the impact of historical trauma and the importance of dispute resolution mechanisms.

Session 2

Learning Objectives

Upon successful completion of this course, you will be able to:

Objective 1 ─ Provide new Indigenous leaders with sufficient orientation to the organization.

Objective 2 ─ Identify the development needs of the Chief and Council and to carry out appropriate orientation and training.

Objective 3 ─ Acquire an understanding of how to assess your community and how to address problem areas.

Objective 4 ─ Understand the process to strengthen your community and to create sustainable, self-determined economies.

Objective 5 ─ Ensure sound relationships with community members and provide opportunities to engage them in important Nation issues.

Objective 6 ─ Describe how local, provincial and Federal governance systems work and the impact on your Nation.

Objective 7 ─ Understand external government processes and how to contact the Federal Member of Parliament, Member of Provincial Parliament, senior government officials and Ministers relevant to local issues.

Learning Objectives

Upon successful completion of this course, you will be able to:

Objective 1─ Explain the historical context for traditional and contemporary governance including elements of the Constitution Act, 1982.

Objective 2 ─ Understand the relevant Treaty making, Treaty implementation, self-government, and land claim settlement processes.

Objective 3 ─ Apply the knowledge of and ability to enhance First Nations values, cultures, traditions, languages and worldviews and apply them in the operations of the Chief and Council, Council Administration and community.

Objective 4 ─ Understand the process to strengthen your community (nation building approach) and to create sustainable, self-determined economies.

Objective 5 ─ Foster a nation building/self-government approach and building sustainable, self-determined economies.

Session 3

Learning Objectives

Upon successful completion of this course, you will be able to:

  • Objective 1 ─ Understand the importance of long term strategic planning.
  • Objective 2 – Recognize the key steps and phases involved in the strategic planning process.
  • Objective 3 ─ Knowledge of how to use analytical process to identify the key issues facing the community and address these issues through a planning process.
  • Objective 4 ─ Demonstrate the ability to lead the creation of vision and mission statements and a strategic plan for the Council Administration and the community.
  • Objective 5 ─ Set forward looking goals with long term timelines in cooperation with staff and other stakeholders to improve community outcomes through the development and implementation of a strategic plan.
  • Objective 6 ─ Identify milestones and critical systems necessary for the success of business activities, projects and operational plans.
  • Objective 7 ─ Recognize the role that effective communications plays in the success of a strategic plan.
  • Objective 8 ─ Understand the differences between a comprehensive community plan, a strategic plan and an operational plan and how they should be aligned.
  • Objective 9 ─ Support and sustain strategic change based on information and input from staff and other FN organizations.

Session 4

Learning Objectives

Upon successful completion of this course, you will be able to:

  1. Objective 1 ─ Demonstrate the ability to lead the community’s efforts towards economic development and sustainability.
  2. Objective 2 ─ Foster a nation building/self-government approach and building sustainable, self-determined economies.
  3. Objective 3 ─ Ensure sound relationships with key external bodies including funders, governments, businesses and Indigenous organizations at all levels.
  4. Objective 4 ─ Understand the strategic and business planning processes.
  5. Objective 5 ─ Describe the importance of trusts and other financial arrangements that support community/ organizational and economic development.

Learning Objectives

Upon successful completion of this course, you will be able to:

Objective 1 – Understand the roles and responsibility of First Nation leadership, both elected and administrative.

Objective 2 – Understand the financial cycle and its links to community priorities and operational planning.

Objective 3 – Understand the role of budgets in assisting elected and administrative leaders to manage First Nation funds.

Objective 4 – Understand monitoring tools such as variance reporting and forecasting.

Objective 5 – Understand the audit process.

Objective 6 – Learn financial accounting terminology and reporting.

Objective 7 – Understand the federal contribution process.

Objective 8 – Understand the role of governance and decision making.
