The First Nations Finance Authority (FNFA) is a statutory non-profit organization without share capital, operating under the authority of the First Nations Fiscal Management Act, 2005. FNFA’s purposes are to provide First Nation governments investment options, capital planning advice, and perhaps most importantly, access to long-term loans with preferable interest rates. FNFA is not an agent of Her Majesty or a Crown corporation and is governed solely by the First Nation communities that join as Borrowing Members.

The FNFMB is Canada’s only legislated body that develops and publishes First Nations Financial Management and Financial Performance Standards and upon request certifies First Nations compliance to those standards. The FNFMB is an Aboriginal institution that provides a suite of financial management tools and services to First Nations governments seeking to strengthen their fiscal stewardship and accountability regime and develop necessary capacity to meet their expanding fiscal and financial management requirements.

The FNFMB is one of the First Nation institutions created through the First Nations Fiscal and Statistical Management Act (FSMA) which is federal legislation designed primarily to provide participating First Nations with the tools and capacity needed to facilitate their participation in long-term pooled borrowing through the Capital Markets – on a similar basis as other governments in Canada – to support their social and economic development objectives.

To support the FSMA’s primary initiative, the FNFMB has established the following standards and corresponding service:

All other First Nations in Canada can access the full range of FNFMB services to support their own financial management and accountability development. These services are completely optional and apply only to those First Nations who choose to make use of them.

The First Nations Information Governance Centre (FNIGC) is an incorporated non-profit organization operating with a special mandate from the Assembly of First Nations’ Chiefs in Assembly (Resolution #48, December 2009). FNIGC envisions that every First Nation will achieve data sovereignty in alignment with its distinct world view. In collaboration with its Regional Partners, FNIGC conducts unique data-gathering initiatives that allow us to build culturally relevant portraits of the lives of First Nations people and the communities they live in.

FNIGC is responsible for a wide-range of work, from research and planning to surveys and training. But our core responsibility is the development and administration of national First Nations survey initiatives with our Regional Partners. These currently include: the First Nations Regional Health Survey (FNRHS) and the First Nations Regional Early Childhood, Education and Employment Survey (FNREEES).

The Fund was formed in 2008 to respond to the enormous need for housing in First Nations communities. Families in our communities need a range of housing options, from shelters to rentals to private homes.

Homeownership is what the Fund promotes. Efforts to address the housing shortage and support nation-building must include First Nations people who wish to own homes in their communities. We’re here to help address the many challenges to First Nations home ownership.

So far, the Fund has leveraged over $1 billion to support an estimated 7,000 home loans to purchase, build or renovate a home. The Fund has backed over 500 loans and is determined to see more homes on the ground in our communities.

To meet our goal of increasing homeownership on First Nations lands, we need changes in products and services at the Fund and the authority to make those changes. The Board of Trustees is pursuing transformational reforms to revitalize and strengthen the Fund so that we can offer additional products and services that will enable homeownership to become a reality sooner for those who want it. We are making the Fund more independent and more responsive to First Nations. In the interim, we are working with more than 40% of the First Nations in Canada, delivering our two existing products – credit enhancement and capacity development – to reach their goals, one home at a time.

Why the spaghetti smile?
Wayne Wilson, Vice President, Lincluden: “From the first workshop the communities have been extremely open and welcoming.   As a result it quickly became apparent to us  the communities were teaching us as much about their needs, history and culture as we were teaching the communities about financial markets and investing.   We began to understand the unique needs of the communities and were able to customize our investment approach to produce the more stable income that many communities find critical to their operating budgets.  It was in a community while waiting to present to Chief and Council on the results of the Trust, that I got the Spaghetti smile.  We were in the community center (a building partially paid for out of the trust) and the children from the school next door filed into an area outside the kitchen snack bar for the lunch program (subsidised by the trust).  Spaghetti was being served.  One little boy around 6 years old was walking by so I waved. He smiled up at me cheeks coated in sauce and said “ I am in grade one”.  I asked if the Spaghetti was good and he replied “yup I am going up for more”.   When I was on the long drive back to the nearest airport to fly home, more than the nod from the Chief that the trust was working well stuck in my mind, it was the spaghetti smile that stayed with me.  In our own small way we were helping to build a stronger community.”
Over the years working for First Nations has proven very rewarding as we have sponsored the publishing of a Nations history, helped a shelter for members of a nation that have left for the neighbouring city and faced difficulties.  Sponsoring and attended First Nations Summer Games, community Pow Wows from   grand to small and intimate.  Understanding the critical nature of the money we invest has been the key to creating success for the First Nations we work for.
